This is completely false. Have you never heard of a code of conduct?

Many schools, clubs, or other organizations have code of conduct, with penalties for violation. For example, I attended a College, where possession of alcohol (on campus) would get you disciplinary action. Didn't matter if you were of legal drinking age or not. It was simply one of the rules in their code of conduct.

Hogwarts could quite easily have an extensive code of conduct, and other rules and policies. In fact, as a boarding school, it would have to have pretty comprhensive rules.

Now, possibly adult students could legally get a room in Hogsmeade during a Hogsmeade weekend. But I wouldn't count on it.

The general Code of Conduct in the Wizarding world seem to be "Do what you please as long as you can get away with it".

But you might be right, there might be rules against students having sex - or drinking alcohol. Not that such rules ever have stopped anyone from doing it. What *really* would be working is the other students disagreeing with such behaviour, peer pressure is usually very efficient!
